Incidents of GBV are still relatively high in Zanzibar despite notable efforts by the Revolutionary Government of Zanzibar (RGoZ), other State agencies, and non-state actors, especially civil society organizations (CSOs) to redress the situation.
According to data from OCGS, a total of 1,360 GBV incidents were reported in 2022 of which, 185 (13.6%) were against women; 3 ( 0.2%) against men; and, 1,173 (86.3%) against children. Among the children GBV survivors, 889 (75.8 %) were girls, and 284 (24.2%) were boys.
Gaps that are contributing to this continuing high incidence of GBV cases include inadequate efforts to end GBV at learning institutions including madrassa, pre-schools, primary schools, secondary schools, and higher learning; insufficient engagement of men and families e.g. parents and caregivers in the GBV prevention interventions; absence of post-incarceration programs i.e. of receiving back to the communities the sexual offenders who have completed their jail terms – which could be a factor for some sexual offenders to repeat same offences; insufficient coordination mechanisms and standards of handling GBV amongst the criminal justice institutions e.g. between investigation and prosecution; insufficient skills of handling GBV cases e.g. by medical care facilities and police officers; inadequate linkages between formal (e.g. statutory) and informal (e.g. religious) prevention and protection measures, insufficient safe houses for GBV survivors who need protection, etc.
